UK politics is changing. Further devolution is firmly in George Osborne’s back pocket. The Chancellor’s Spending Review on 25 November will mark a significant change in the political tempo on further devolution and we will see the Chancellor going beyond Devo-Manc and making huge strides towards the creation of the Northern Powerhouse and devolved powers being awarded in many county areas and city regions outside the North.
